Position Summary 

The Triple P in the Private Sector: Innovative Systems for Private Sector Provision of Comprehensive & Person-Centered HIV Prevention Services in Zimbabwe project will co-design and implement an innovative integrated ‘Triple P’ private sector HIV prevention model to address: 1)Predictors of HIV risk, 2) HIV Prevention method needs, and 3) Post-exposure prevention (PEP) services to increase the uptake of comprehensive person-centered HIV prevention services among male and female SWs, AGYW, and at-risk young men who access services at private sector institutions (pharmacies and private physicians). The Triple P Project Officer (PO) will be a key member of the Provincial technical/program team and focused on providing Triple P related technical support to collaborating private pharmacies and physicians. The PO is expected to spearhead the Triple P project in addition to coordinating technical assistance regarding private sector engagement to the MOHCC at relevant technical working groups at district and national level. Reporting to the Provincial Manager, the PO will be responsible for coordinating training of private providers, providing technical assistance, and mentorship to private sector pharmacies and physicians. The PO will be a clinician/pharmacist with previous experience with services offered in the public and private sector, specifically services  in HIV/TB, Sexual and Reproductive Health and infectious disease prevention and management. He/she should be an experienced mentor with the ability to coach less-experienced clinical providers. An interest and/or experience conducting implementation science is an advantage.  

Key Responsibilities

•Increase the coordinated engagement and participation of the private sector in the HIV prevention response for at-risk AGYW, men and KPs through coordination of private sector leaders and networks and provision of blended learning opportunities. 

•Lead implementation of a baseline evaluation conducted to further define the problem that the Triple P intervention is trying to solve, specifying context of use, setting clear goals, and objectives.  

•Deploy a private provider readiness assessment to determine existing capacities to implement the Triple P model 

•Collaborate with BRTI in the co-design and collection of detailed process and program outcome data in order to develop and validate a program theory of change. 

•Support capacity building of participating private sector pharmacies and physicians in HIV prevention, care and treatment guidelines and reporting structures 

•Work with private sector stakeholders to assist in solving Problems - Analysing information and evaluating results to choose the best solution and solve problems related to provision of friendly and MOHCC guideline concordant HIV prevention risk screening and provision of testing and treatment/referrals to male and female SW, AGYW and at risk young men. 

•Forge enduring relationships with private providers to ensure easy access to HIV prevention services among vulnerable and at-risk populations and a synergistic effort with relevant MOHCC stakeholders in HIV prevention program implementation and evaluation 

•Assist private in adopting national HIV prevention strategies and guidelines and reporting into routine private practice 

•Participate in strategic TWGs and MOHCC meetings and share program updates, progress on implementation plans and challenges that need the attention of relevant stakeholders (i.e., OPHID SMT, MOHCC and/or donors) 

•Oversee the use of organizational resources in line with OPHID’s policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable 

•Submit monthly projections and monitor expenditure against budget, explaining any variations thereof 

•Submit timely requests and acquittals for resources in line with financial management policies and other relevant SOPs to support program implementation 

•Work with the private providers to adopt, implement and monitor national strategies for HIV prevention (HIV screening tools, index case testing, HIV self-testing, partner testing, targeted HIV testing)  

•Support private providers in implementing appropriate systems (client flow, self-test kits placement, screening tool placement etc) that promote uptake of HIV prevention services 

 

Person Specification

•MBChB or equivalent and/or Bachelor of Pharmacy (Hons) Degree 

•A Master of Public Health or any related field is an added advantage 

•At least 3 years’ experience in public health programming. 

•Experience managing a private sector health service is an added advantage 

•Demonstrable technical and clinical knowledge in Adult and Paediatric HIV Prevention, Care and Treatment 

•Familiarity with MOHCC guidelines for HIV Prevention Care and Treatment and related Health Information Systems is a must  

•Experience in quality improvement at the health facility and community level. 

•Ability to work independently and as a team player.  

•Good communicator with sound interpersonal skills with the ability to establish and maintain relationships with various MOHCC stakeholders  

•Well organised and able to prioritize work and understanding his/her work outputs. 

•Proficiency in MS Office suite (Excel, Word, PowerPoint, Outlook), and online collaboration technologies.
