About OPHID

The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID, works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the following post:

Position Summary

The Evidence, Research & Learning (ERL) Manager will lead the generation, analysis, and translation of data into evidence that strengthens OPHID’s programs, particularly the TASQC-HIV initiative, while supporting other OPHID projects as required. Reporting to the Director of Strategic Information and Evaluation (SIEL), the ERL Manager will provide technical guidance, mentorship, and supervision to program and SIE teams, ensuring high-quality data management, operational research, and knowledge translation.

Key Responsibilities 

Support the OPHID`s research and evidence unit through development of proposals and applications for research grants; Provide oversight to the various ongoing research teams during protocol development, board approvals, data collection, analysis and results dissemination; Lead in translating the research outputs into implementation packages; Conduct data analysis (qualitative and quantitative) for on all material generated through operations research, deep dives and best practice documentation to derive insights and key issues for improving programs; Support the development of insightful models/trends that show program performance across the levels of the health care system; Use routine program data to identify sites/districts/provinces performing beyond expectations or underperforming for further onsite enquiry; Design and prepare scientifically sound operational research proposals and tools to generate evidence needed to improve programming; Design and prepare sound protocols and tools for rapid assessments, “deep-dives”, best practices documentation to generate evidence and knowledge for the program; Oversee and supervise the DSIE Officers during data collection for operational research projects, deep dives and best practice documentation; Conduct data analysis (qualitative and quantitative) for on all material generated through operations research, deep dives and best practice documentation to derive insights and key issues for improving programs; Support the program staff at all levels to use evidence from operations research, deep dives and best practices as programming standards; Support the program staff at all levels to use evidence from operations research, deep dives and best practices as programming standards; Package evidence from operations research, deep dives and best practices for a range of stakeholders including donors, MOHCC, technical working group forums, other partners and national/regional/international conferences to promote learning; Assist the SIE Director in developing and implementing performance standards and performance management/monitoring tools for consortium SIE staff and efficiently manage the SIE function to deliver the required outputs; Represent the SIE function when collaborating with the MOHCC.

Person Specification

A quantitative bachelor’s degree in mathematics, statistics, M&E AND a completed program in health sciences/public health/HIV, OR; A bachelor’s degree in public health, health sciences, operations research AND a completed program in a quantitative area (M&E, biostatistics); A master’s degree in epidemiology, public health, biostatistics, M&E, demography or similar; Minimum of five years’ experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs; Demonstrate working knowledge of the HMIS, and experience of supporting MOHCC district/provincial/national level SIE/M&E; Competency in data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info or any other data analysis software; Experience working with multiple stakeholders and familiarity with PEPFAR MER indicators and reporting requirements.
