About OPHID
The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID, works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the above-mentioned post.
Position Summary
The IT Manager manages OPHID’s core information communication technology (ICT) systems architecture, software and applications development, and infrastructure. This includes the design, development, implementation, and maintenance of specialized systems and programs. The IT Manager ensures provision of an efficient, secure, and innovative OPHID ICT environment. Functions include planning, organizing, staffing, directing, and controlling across both ICT administration and software development.
Key Responsibilities
Develop and implement ICT and software development policies, coding standards, and best practice guides; Develop software and technical architecture design strategies to satisfy client requirements; Identify and act on opportunities to improve and update software and systems; Manage ICT projects in line with prescribed standards and procedures; Implement ICT projects to agreed scope, time, and approved budget; Coordinate technology installations, upgrades, and maintenance; Identify and purchase new and replacement hardware and software, when necessary; Lead the design, development, and maintenance of OPHID’s in-house applications and platforms; Establish and oversee version control, CI/CD pipelines, and automated deployment processes; Ensure integration of applications across HR, Finance, Logistics, and Partner systems; Ensure all IT activities and software deployments comply with applicable policies and SOPs; Carry out scheduled and planned system and application maintenance; Support IT setups for new locations and expansions; Deploy and maintain cybersecurity controls (firewalls, antivirus, monitoring); Ensure compliance with data regulations in Zimbabwe; Oversees provision of end-user services, including help desk and technical support services; Train staff on IT security awareness; Operate internal IT helpdesk with SLA-based response times; Drive automation, digitization, and innovation initiatives; Evaluate and recommend adoption of new technologies (AI, cloud, analytics).
Person Specification: –
Degree in Information Technology/Computer Science/Software Engineering, Masters an added advantage; Professional certification in IT and/or software development (e.g., Microsoft Certified: Azure, AWS, PMP, Agile, DevOps, or equivalent); At least three (3) years IT managerial experience and demonstrable experience managing software development projects/teams; Strong knowledge of cloud platforms (Azure preferred), databases (SQL Server), and software development frameworks; Membership of an IT professional board is an added advantage;
