Policy, Advocacy and Communications Manager

Reporting to: Director of Programs

Overall responsibility

Policy, Advocacy and Communication Manageris responsible for coordinating consortium partners in the identification, design and implementation of national-level advocacy and communication interventions, as well as the production of all program communication materials (electronic, broadcast, print or social media). The PAC Manager will provide technical assistance to national MOHCC communication teams and technical working groups. The PAC Manager will collaborate with SIE and Knowledge Management team to develop innovative and creative ways of documenting and disseminating program innovations, good practices and success stories using a variety of media.

Main responsibilities

  • Technical assistance in Advocacy and Communicatiom 

    • Support the MOHCC in the design and implementation of health communication strategies, guidelines, and campaign materials

    • Participate in national-level HIV, MNCH and related communication technical working groups as established by National AIDS Council or MOHCC.

  • Coordination of Consortium Advocacy and Communication Campaigns

    • Identify key advocacy and communication initiatives and work with implementing partners to develop content for diverse media and communication channels

    • Ensure that campaigns are aligned with national strategic plans as set out by MOHCC

    • Assist partners with strategies to build community advocacy and communication networks and platforms for health beneficiaries to have a collective voice.

    • Support policy advocacy initiatives for comprehensive HIV prevention, care, and treatment services at all levels (national, provincial, district, site, and community)

  • Knowledge Management

    • Compile strategic information and format content for a variety of media targeting a range of key populations (including partner NGOs, local network, community leaders, faith leaders and key beneficiaries)

    • Coordinate documentation of good practices, lessons learned, policy briefs and success stories to create a knowledge repository for OPHID and its programs

    • Support the development of online platforms for the collection and exchange of information and knowledge resources

    • Promote the use of electronic and social media platforms for knowledge generation, collaboration, management, and information sharing.

  • Visibility

    • Develop and implement a marking and branding strategy that build OPHID’s brand recognition in line with organisational vision and mission and program objective.  

    • Support the participation of OPHID and its consortium partners at national public health events/exhibitions/conferences

    • Promote regular public dialogue on identified advocacy themes in media, electronic platforms including e-learning/e-discussion, factsheets, and policy briefs.

    • Ensure that all program materials across consortium or projects comply with organisational and donor-specific marking and branding requirements.

  • Media Relations

    • Develop and maintain contacts and build media capacity to report on program themes

    • Provide updates to media contacts on core program issues

    • Organise media interview for OPHID and consortium management to build organisational and program profile.

  • Media monitoring

    • Conduct media monitoring and analysis on the coverage of core program themes to gauge public messaging

    • Build a repository of articles on core program themes

  • Requirements

    • Master’s Degree in Media and Communications, Knowledge Management, or related development program

    • Master’s Degree in Media and Communications, Knowledge Management, or related development program

    • At least 5 years’ experience in advocacy and policy change work in a similar environment

    • Have a broad experience of maternal health and child welfare and HIV prevention, care, and treatment programming

    • Outstanding information gathering skills and good analytical skills

    • Be a strategic thinker, and possess strong negotiation skills

    • Be a transparent and effective manager and team leader

    • Willingness to travel

    • High standard of written and verbal communication skills in English

    • Ability to write, edit and/or review materials in Shona and Ndebele

    • Oral fact-finding, presentation, and communication skills

    • Analytical and negotiation skills for the purpose of soliciting cooperation

    • Experience in networking, media, and public policy formulation

    • Computer skills (MS Office applications, databases, online collaboration platforms, email, and internet). Video and audio editing skills is preferred
